Grain and Oil Supplies from Azerbaijan Are Not About Peace

Grain and oil supplies from Azerbaijan to Armenia should not be seen as steps toward peace. This assessment is shared by political analyst Hakob Badalyan.

According to him, the delivery of grain and later oil from Azerbaijan to Armenia should not be viewed within the framework of the Armenian–Azerbaijani peace process. Instead, it reflects a broader search for regional and global logistics schemes. “I do not believe these are steps toward peace with Azerbaijan. In my view, this is part of wider logistical processes in which Armenia, unfortunately, acts not as a subject but merely as a link,” Badalyan notes.

The expert stresses that the authorities are trying to extract propaganda dividends from these developments. At the current stage, he argues, Armenia’s leadership is primarily interested in the propaganda component. Meanwhile, the real processes are unfolding outside Armenia with the involvement of much larger actors.

According to Badalyan, the issue concerns the reconfiguration of logistics routes and the search for new schemes. These processes involve actors such as Russia, Azerbaijan, and Georgia. He recalls that discussions on railway communications follow this logic, along the Russia–Azerbaijan–Georgia–Armenia routes. In this context, possible Turkish involvement is also being considered.

“This is a much larger process that has no direct connection to the so-called peace between Armenia and Azerbaijan,” the political analyst emphasizes. In his view, official Yerevan is interested not in substantive or strategic outcomes, but solely in achieving a propaganda effect for domestic and international audiences.
