Rising juvenile crime: warning signal or systemic crisis

Statistical data from 2025 in Armenia indicate concerning trends, particularly among women and minors. These figures not only reflect the current situation but also point to the direction of broader social and criminal developments.

According to human rights advocate Zarui Hovhannisyan, an analysis of the prosecutor’s report shows that the number of convicted minors has nearly doubled, rising from 19 cases in 2024 to 34 in 2025.

Increase in violent offenses

The issue is not only the rise in numbers. More concerning is the increase in violent crimes among minors.

This trend reflects both a deterioration in the social environment and weaknesses in preventive mechanisms.

The situation is further complicated by the growing involvement of minors in illegal drug circulation, with some cases involving both criminal convictions and long-term addiction treatment.

Structural challenges

Hovhannisyan emphasizes that these developments point to systemic gaps. Issues affecting minors and women have not received sufficient attention, and preventive and educational measures have been inadequate.

Minors are under the direct responsibility of the state, particularly through the education system, which means that tools for prevention exist but are not fully utilized.

Behavioral formation across environments

Adolescent behavior is shaped across several interconnected environments, with the family playing a primary role. Children tend to replicate behaviors they observe from an early age.

Rising levels of domestic violence are closely linked to these patterns. Neglect, lack of care, and aggression within the family environment often translate into behavioral issues.

Educational institutions also play a critical role, as they can identify and address risks early. However, effective prevention requires coordination between family, schools, and broader social structures.

Digital influence and emerging risks

The expert also highlights the growing impact of the digital environment. Online platforms now play a major role in socialization.

While they offer opportunities for learning and development, they also expose minors to risks, including involvement in illicit activities such as drug distribution networks.
