A newly signed strategic document between Armenia and Germany opens new opportunities for Yerevan, particularly in the context of deepening ties with the European Union. According to Robert Gevondyan, an expert at the Armenian Council NGO, Germany is one of the countries whose partnership at this level can play a decisive role not only for Armenia–EU relations but for the broader regional landscape.
Germany’s Geopolitical Role
The agreement creates new geopolitical opportunities. The region is in a rare historical moment where East and West can be connected while bypassing traditional power centers. As the EU’s largest economy, Germany is interested in regional infrastructure projects that carry both economic and political weight.
Gevondyan notes that Germany and France have long-term strategic interests in the region. The EU signals its willingness to engage more actively, while Berlin and Paris, as key decision-makers, seek a stronger regional role. This gives Armenia–Germany relations strategic importance beyond economics.
Economic and Infrastructure Opportunities
The document opens doors to economic and technological cooperation. Germany can support Armenia not only in security matters but also in infrastructure modernization, technology transfer, and governance improvement. German expertise could enhance border control systems and regional connectivity.
Germany has also pledged financial assistance for hybrid security measures at a level ten times higher than the support already allocated by the EU. This funding would strengthen Armenia’s capacity to respond to emerging challenges and contribute to regional stability.
Gevondyan warns, however, that without a final peace agreement between Armenia and Azerbaijan, German and EU influence may weaken, and regional infrastructure projects may fail to materialize.
Security Cooperation
Cooperation with Germany goes beyond military aid. It includes border security, modernization of governance mechanisms, deployment of security technologies, experience sharing, and improvements in public administration.
In addition, Germany could facilitate mediation with other countries in the field of military production, expanding Armenia’s strategic capabilities.
