No Breakthrough Expected in the Armenian–Azerbaijani Process Before the Elections

Until the upcoming elections in Armenia, it is difficult to imagine any serious breakthrough developments in the Armenian–Azerbaijani process. This was stated by political scientist Sergey Minasyan while commenting on the meeting between the Prime Minister of Armenia and the President of Azerbaijan.

According to him, the official statements on the meeting do not disclose substantive details and do not provide a clear understanding of how deeply specific issues were discussed. The statements emphasize the need to maintain the momentum of the peace process, the importance of further steps, and the continuity of general political dialogue.

In Minasyan’s assessment, the chosen format of the meeting was quite logical, taking into account both the venue and the specific context of the event. The political scientist places particular emphasis on the fact that Azerbaijan is trying to make use even of the declarative component of the negotiation process. According to him, this is especially important for Azerbaijan in terms of partially restoring its international credibility and image, particularly in relations with the United States and the European Union. In this context, Minasyan believes that the continuity of such statements should be viewed as part of a political calculation.

Speaking about possible progress, Minasyan noted that it is difficult to expect sharp developments at this stage. He recalled the preconditions voiced by Azerbaijan, stressing that these realities cannot be ignored. In his assessment, it is hard to envision any serious breakthrough before the upcoming elections in Armenia. At the same time, he does not rule out the emergence of certain positive messages, which will largely be linked to the involvement of third parties.
