US Announces $145 Million in Assistance to Armenia: When Will the Funding Become Real?

Armenia’s Deputy Prime Minister Mher Grigoryan received a US delegation led by the head of the State Department’s Bureau of European and Eurasian Affairs, Brendan Henrehen. During the meeting, the American side announced its intention to provide $145 million in financial assistance.

During the meeting, Brendan Henrehen stated: “I am extremely pleased to announce that, working with Congress, we intend to provide Armenia with $145 million in assistance. This is the first tranche of funding aimed at implementing the ‘Trump Path: for International Peace and Prosperity’ project and the related agreements of August 8 — through assisting investments in trade, infrastructure, strategic mineral supply chains, and cross-border security.

And this raises the question: what does this “assistance” mean in practice? And when can the assistance actually become available to Armenia?

Work with Congress Underway

Henrehen’s statement that the assistance is provided “working with Congress” has a specific meaning in US political practice. It indicates that the intention to allocate $145 million to Armenia is being coordinated with the US legislative body, which is responsible for approving the budget and allocating international aid.

In practice, this means that, for now, we are talking about plans and political will rather than the actual transfer of funds. Congress must officially approve the appropriations and authorize the implementation of specific projects. Only after that will the funds become available for use.

In other words, the announcement of $145 million is the first step in the approval process, a signal of the US intention to assist Armenia, but actual funding will depend on subsequent legal and administrative procedures.

What “Assistance” Entails

According to official information, Henrehen stated that the funding will be directed toward “assisting investments in trade, infrastructure, strategic mineral supply chains, and cross-border security.” In US diplomatic and financial practice, the term “assistance” can take different forms. In practice, it can be either a grant or a loan. This assistance may include the provision of experts, equipment, training, or consulting services.

Therefore, when “assistance” is mentioned, it does not necessarily mean a direct transfer of money to an Armenian account. More often, it is a comprehensive form of assistance that includes various resources, and the exact form and conditions are determined only after subsequent agreements are signed and the budget is approved by Congress. Ultimately, the announced assistance is a political declaration and a signal of intent to assist, but not a fact of actual funding.
